
Rachelle Chong
Senior Advisor
Rachelle Chong is an advisor to JCI, providing policy and other valuable business counsel to the company. Rachelle is both a California lawyer and a registered lobbyist in San Francisco, specializing in telecom, energy and transportation matters before the Federal Communications Commission and the California Public Utilities Commission. She served as a Commissioner of the FCC and the CPUC, serving under President Clinton and Governor Schwarzenegger, respectively. She has many telecom, energy and transportation clients seeking to achieve business objectives in a highly regulated environment. Ms. Chong has been a partner with two California law firms, Graham & James and Coudert Brothers. She also served under the state CIO Teri Takai as Special Counsel, and served as interim General Counsel of Sidecar and General Counsel of Broadband Office. She has also been an independent director on various public company boards, including Anterix, Authorize.net and Lightbridge, in addition to private companies Greenlight Network and GoNetSpeed. She currently is on the advisory boards of the Electric Power Research Institute and Fortinet. She received her law degree from UC Law, San Francisco and her BS from UC Berkeley. She is a native of Stockton, California.
